La Ville de Montréal veut accroître la construction et la sauvegarde de logements abordables de manière durable. Pour y arriver, elle doit se doter de nouveaux outils de développement et susciter de nouveaux partenariats. C’est à ce défi qu’elle s’attaque, avec ses partenaires du Chantier Montréal abordable.
Ce chantier se veut un exercice d’intelligence collective, de mise en commun d’expertises variées à la recherche de solutions novatrices. Il vise à :
- Aplanir les obstacles qui freinent la construction de logements abordables, tant sur le marché locatif que pour l’accession à la propriété.
- Accélérer la réalisation de logements abordables pérennes en utilisant les interventions de la Ville pour créer un effet d’entrainement.
- Faire émerger de nouveaux leviers de développement, moins dépendants du financement gouvernemental.
La réflexion s’articule autour de 4 axes d’intervention :
- La stratégie foncière et immobilière de la Ville
- La fiscalité et le financement des projets
- La facilitation des projets et les évolutions réglementaires
- Le rôle et les mandats de la Société d’habitation et de développement de Montréal (SHDM)
Des projets-pilotes seront implantés dès 2022 et un suivi rigoureux sera assuré tout au long de l’exercice.
