Soutien à domicile (SAD), soins de longue durée, privatisation… le réseau de la Santé et des Services sociaux occupe une place importante dans la campagne électorale. Rapide aperçu de certains enjeux.
SAD
Le Québec est la province qui investit le moins en soins et services à domicile : 237 $ par personne, alors que la moyenne canadienne est de 300 $. Et le Canada est l’un des pays de l’Organisation de coopération et de développement économiques qui financent le moins les services à domicile.
Les travaux de la Chaire de recherche sur les enjeux intergénérationnels ont montré que le statu quo entraînera des coûts annuels de 25 milliards de dollars en 2050, soit quatre fois plus qu’actuellement
Réjean Hébert, Professeur titulaire à l’École de santé publique de l’Université de Montréal, a rencontré les principaux partis politiques pour les sensibiliser à cet enjeu et les convaincre de proposer aux électeurs des engagements concrets sur les soins à domicile.

Du privé en santé
À l’occasion de la campagne électorale, plusieurs partis envisagent d’accroître la place du privé en santé.
Selon l’Institut de recherche et d’informations socioéconomiques (IRIS), le privé est déjà bien implanté au Québec depuis une vingtaine d’années. Cette offre de services n’a toutefois pas permis de rendre les soins plus accessibles à la population québécoise. Les soins de première ligne seraient mieux dispensés dans des CLSC, où se côtoient plusieurs professionnels de la santé, d’autant plus que les groupes de médecine familiale, créés il y a 20 ans pour rendre les soins plus accessibles, ont échoué à remplir cet objectif.

Selon Réjean Hébert, le développement du privé dans un contexte de pénurie de main-d’œuvre risque de diminuer l’accès aux services, surtout pour les personnes âgées et celles avec de multiples maladies chroniques.

- Les entreprises d’économie sociale en aide à domicile (EÉSAD) du Québec ont dévoilé leurs propositions pour accélérer le virage vers le soutien à domicile souhaité par la population.
- Le Réseau FADOQ et le Conseil pour la protection des malades joignent leur voix afin de demander aux partis politiques de s’engager à instaurer rapidement des soins à domicile complets aux personnes qui le requièrent, incluant des soins médicaux à domicile.
- L’Association des établissements privés conventionnés (AEPC) a émis des recommandations sur l’attention à porter aux infrastructures et à la collaboration en soutien à domicile et hébergement de longue durée.
- L’Association nationale des retraités fédéraux (ANRF) fait campagne pour une modernisation des services et soins pour les aînés du Québec.
- La Fédération interprofessionnelle de la santé du Québec (FIQ) dresse un portrait sombre de l’état actuel du réseau de la santé et réclame une loi sur les ratios professionnelles / patients sécuritaires.
- Le Conseil interprofessionnel du Québec (CIQ) estime que les médecins doivent partager davantage leur pouvoir de diagnostic avec d’autres professionnels afin d’améliorer l’accès aux soins de santé de première ligne.
- La Fédération de la santé et des services sociaux (FSSS-CSN) demande une gestion publique et concertée, ainsi que de meilleurs conditions de travail.
- L’Association des chiropraticiens du Québec (ACQ) demande à tous les partis politiques de prendre des engagements clairs afin de rendre plus accessibles les soins chiropratiques et réduire l’attente et la charge observées dans le réseau de la santé.
- L’Ordre des travailleurs sociaux et des thérapeutes conjugaux et familiaux du Québec a proposé 10 recommandations concernant des enjeux sociaux prioritaires et l’organisation des services sociaux afin de contribuer à améliorer l’accessibilité, la continuité, la cohérence et la qualité des services publics offerts à la population.
